If there is one thing other than human interaction that can convey emotion, it would be film or even motion picture in general (this encompass television and short-film and video). Direction is the manipulation of images in order to show an idea, a skill which is very powerful. You can change the perspective on a situation just by the angle of the shot or the lighting (or there lack of).
Film is a priceless tool for anyone: the government, advertising, entertainment and even documentation. Many use this tool for constructive purposes. Such as critiquing society on ideas that aren't the best (see films such as American Beauty or Children of Men). But also, there are some that use film as a tool for sending messages which aren't always nice. Propaganda is a major problem in media, which is an already renowned centre for bias. News media use film to highlight a particular idea, they censor out the other point of views, or spin them off in a way where they don't look healthy.
