This is Hikaru and Kaoru Hitachiin from Ouran Koukou Host Club. They are twins and recently in the manga Hikaru permanently dyes his hair so that people will be able to tell them apart (even though their personalities are different). Before, they were stubborn and would not let anyone into their world until Haruhi comes to Ouran (she was the first person to tell each of them apart, which changed their ways of thinking).
