Nice concept and she's quite pretty, but I can't get over how she's put together. Try starting out drawing the naked body first and get it perfect before you start adding clothes and other such things, that way she won't be off centre and a tad deformed.
However, if you're new to drawing, I think you've done pretty well. She has a lovely dress, I'd wear it ;D Her hair is nice and (something I wasn't able to do for a long time coz im lazy and give up XD) her eyes seem pretty symetrical!
